Dial Number description
Dial Number will use your Mac's built-in speakers to dial a phone number. You can enter a phone number manually or you can search the Address Book.app or Microsoft Entourage contacts by name for phone numbers. You can even search Google.com.
Further, if you click the disclosure triangle, you will see additional features including a complete phone keypad (command-1 will dial 1, command-2 will dial 2, etc.) and a text field for entering text to convert to a phone number (e.g., 1-800-NUMBER becomes 1-800-686237).
If you want to actually dial a phone, you must have an analog telephone and simply hold the receiver up to your Mac's speakers when the numbers are played. Make sure your speakers are not muted.
